Ihre Aufgaben

  • Führung, Aufbau und Weiterentwicklung des Kundenservice-Teams

Ihre Qualifikationen

Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services.

The Radiation Safety and Monitoring Section is responsible for the delineation of an international programme to protect workers, patients and the public from all types of exposure to natural or artificial radiation, in line with the most recent scientific knowledge and information. The Section is also responsible for the provision of radiation safety technical services to staff members and experts who may be exposed to ionizing radiation as a result of activities conducted by the IAEA.

Main Purpose

Under the supervision of the Unit Head, the Associate Quality Management Officer supports the Unit with efforts to maintain and expand laboratory accreditation, define responsibilities, create internal controls, perform cost analyses and develop procedures for compliance, consistency, and performance. The Officer also maintains and updates the IAEA Training Needs Analysis and functions as a course supervisor for IAEA training courses.

Role

The Associate Quality Management Officer is part of the Radiation Safety Technical Services Unit (RSTSU) including the Individual Monitoring Service Group and the Operational Radiation Monitoring Service Group. The incumbent is: (i) an analyst, reviewing and analysing processes and making recommendations on improvement of these processes; (ii) a technical specialist, implementing workflows for Unit-wide consistency and control; (iii) a coordinator, ensuring coordination on efforts and effective execution of tasks related to documents, audits, and correspondence; (iv) a trainer, ensuring that relevant staff are trained and informed about the changes and systems introduced and; a training needs analyst and course supervisor, overseeing the implementation of IAEA courses and (vi) a coordinator of the of the work associated with ISO 17025 accreditation in the Austrian Accreditation Authority and affiliated bodies.

Functions / Key Results Expected

  • Serve as the focal point for the quality of management systems and associated documents and develop and implement quality plans and quality control procedures for the Testing Laboratory Activities.
  • Observe and propose improvements in Unit processes for efficiency ensuring the optimal use of resources including drafting new procedures and working instructions or revisions to existing ones.
  • Provide required quality management expertise and input to achieve accreditation for new methods introduced in the Laboratory.
  • Evaluate the Units work in accordance with ISO 17025 and other related reference documents to identify issues related to conformity with ISO-17025 and prepare and process formal documentation related to accreditation and external audits.
  • Administer, conduct and participate in external and internal audits and the Management Review process to ensure and verify that the Testing Laboratory operations continue to comply with the requirements of the management system and applicable international standards.
  • Broaden and deepen the Units knowledge by:

Organizing staff training on processes, auditing and references.

Effectively communicate revisions and staying abreast of in-house changes.

Generate ideas for process improvement and stimulating discussion.

Conduct Radiation Safety training needs analyses and arrange or assist in arranging Radiation Safety training courses.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $48805 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 25281*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance

Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme.
The Division for Latin America and the Caribbean is responsible for planning, programming, implementing and monitoring the IAEA’s technical cooperation programme in the region, in line with the IAEA Statute, and the guiding principles and policies on technical cooperation, and operational guidelines. Under the supervision and guidance of the Section Head, the Programme Management Officer develops and manages programmes and projects in the area of nuclear technology based on Member States' development needs.

Role

As an active member of project and country teams, the Programme Management Officer provides high-quality professional inputs and exercises a high degree of operational leadership in developing and implementing the TC programme. He/she applies expert knowledge of established programme policies and procedures and effectively uses existing programming tools and mechanisms in a frequently changing, high-pace environment.

  • Assess and interpret the political, social and economic environment of assigned countries and provide inputs to Country Programme Frameworks addressing TC strategy and policy issues. In collaboration with Member State institutions, technical departments and other partners, design programmes/projects integrating best practice and innovative policies and strategies and applying quality management standards and a results-based approach.
  • Assess progress and report on the achievement of project results in line with quality management standards. Identify lessons learned and propose adaptations and innovations to monitoring and assessment mechanisms and tools.

Organizational Setting

The Department of Management’s Division of General Services (MTGS) provides support functions to the IAEA through its five Sections, namely the Archives and Records Section (ARMS), the Commissary Management Section (CMS), the Facilities Management Section (FMS), the Transport and General Support Section (TGSS), and the Seibersdorf Laboratories Services Section (SLSS).
The Facilities Management Section provides technical advice and has overall responsibility for the implementation of major facilities management specific projects and administrative services including property management and multi-media services for the IAEA. The Section comprises of two Units, namely the Facilities and Property Management Unit and the Project and Technical Support Services Unit.

Main Purpose

Reporting to the Director of General Services, the Section Head plans, coordinates and supervises all matters related to strategy and the implementation of programmatic objectives for effective response to a wide range of projects, including building and engineering services, property control and inventory services and technical support for the IAEA's conferences and meetings. The Section also provides professional services to off-site IAEA representations, such as the Monaco Laboratories and regional offices.
The Section Head plans, coordinates and manages the activities of the Facilities Management Section consisting of the (i) Facilities and Property Management Unit and the (ii) Project and Technical Support Services.

Role

The Section Head is: (1) an adviser to the Division Director (DIR-MTGS) on matters of policy, strategy, and complex facilities management issues and operational services; (2) a team leader, ensuring prompt and efficient service delivery, and effective results; (3) a manager, responsible for effective human and financial resources management, and supporting staff development; and (4) an engineer and substantive expert, professionally overseeing and coordinating engineering and facilities management services.

Ensure strategic integration of the outputs: lead the collaborative planning of the programme of the Section, identify and encourage linkages with related work units, internal and external stakeholders, and integrate the medium-term strategy to business requirements.
Establish concrete objectives, milestones and performance indicators, and review effectiveness and the focus on priorities in line with the results based framework.
Provide leadership and structure: develop the annual work and budgetary plans in line with the Programme and Budget.
Lead and manage an innovative and effective team of professional and support staff, promote internal and external collaboration, and ensure, through learning opportunities, work assignments and recruitment, an effective balance of skills, competence and resources.
Guide the development of best-practices, policies and standard operating procedures framework in the area of the facilities management and administrative support services and ensure their effectiveness and consistent application throughout the organization.

Manage IAEA facilities and related activities, including supervision of general architectural and engineering design and detailed planning of work, the preparation of specifications, cost estimates and time schedules for all new construction, additions and alterations for IAEA Headquarters in the VIC, the laboratories Seibersdorf and Monaco, the premises in Toronto and Tokyo, and the offices in New York and Geneva.
Review proposals, work and activities for technical soundness, compliance with applicable industry standards and norms, and safety requirements. Plan logistics, supervise and review the work of vendors, consultants, contractors and BMS/UNIDO prior to confirming payment for provided goods and services.
Assist DIR-MTGS in formulating the requirements and position of the IAEA in interactions with the counterparts in other Vienna Based Organizations (VBOs) and the Host Country Authorities (IAKW) on various issues, such as common services, joint activities, major structural changes to premises, and other infrastructure matters.
Develop and implement policies related to office space allocation, and expendable and non-expendable property. Act as Secretary to the Property Survey Board.
Manage the Headquarters administrative support services for a wide range of various departmental requirements, including specialised service contracts and space for the pharmacy, office cleaning services and dry-cleaning services.

Organizational Setting

The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; catalysing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and advancing science and industry through improved operation of research reactors.
The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

The Division of Energy Planning and Nuclear Information and Knowledge comprises the Planning and Economic Studies Section, Nuclear Knowledge Management Section and the Nuclear Information Section. The Division is responsible for strengthening capacities in energy and nuclear power planning, building capacities to manage nuclear knowledge and provide knowledge management services to interested member states, and to procure and provide printed and electronic information in the area of nuclear science and technology.
The Nuclear Knowledge Management Section assists Member States by developing methodology and guidance documents in nuclear knowledge management; implementing Knowledge Management initiatives; facilitating sustainable education, training and information exchange in nuclear science and technology; and assisting Member States in maintaining and preserving nuclear knowledge.

Main Purpose

Reporting to the Section Head and Team leader, the Knowledge Management Specialist acts as the specialist and builds on experience with nuclear education, training, learning and development and nuclear knowledge management issues in the nuclear sector in support of Member State needs. The scope of support activities is across the range of the entire nuclear life-cycle, from new nuclear build and operating facilities through to decommissioning and radioactive waste management. He/she supports the development and implementation of effective nuclear education, training, learning and development and nuclear knowledge management methodology, processes and activities. This includes, where necessary, the development of guidance documents and acting as a technical expert on knowledge management related activities. As a member of a team led by the Section Head, the Knowledge Management Specialist is also involved in project activities, developing and formulating guidance and best practices documents, developing comparative assessment strategies, participating in the establishment and growth of new partnerships and networks aimed at promoting nuclear knowledge management practices and knowledge preservation, assisting Member States in enhancing knowledge of best practices in knowledge management techniques and activities, and providing technical assistance at the request of Member States.

Role

The Knowledge Management Specialist is: (1) a coordinator and project manager to ensure that assigned Nuclear Knowledge Management Section projects are developed and implemented in the most efficient and effective manner in line with quality and project management standards and using a results based approach; 2) an expert and advisor to support Member States through planned Nuclear Knowledge Management Section programmatic initiatives on issues related to nuclear knowledge management; and (3) an analyst and implementer who provides expert leadership in identifying, implementing or disseminating advanced nuclear knowledge management methods and technology to assist Member States.
